This does not cost anything extra. The only thing that costs extra is the 'Planet' Option. But you must remain connected to play in "Local Solo Mode"

I understand what you are saying, but what i want to know, since I never intend to go online, is it seems everything they are doing is for online. the trans system is for online only. .. they won't let those of us who forked over 40 bucks have a complete game because we don't go online... i understand the update system and all that .. I am an online gamer in another genre. I just want a complete sim for building a city. As an adult gamer I would like to think I could get treated by a game company fairly but maybe i expect too much from our society today. thank you

Monte Cristo were very open about the fact that this was an MMO and that whilst there was the option to play a basic sand box game offline, all the add ons etc would be online only.
I knew this from MC's publicity months before I bought the game.
They never tried to conceal this information and it was also obvious from every single review.
If you bought the game, surely you did it on the basis of some sort of information?
How can you complain that you're not being treated fairly? They correctly described their product, then they put it on sale, then you bought it and are unhappy that it works exactly as described? If you wanted a product that did something else, you shouldn't have bought Cities XL.
In terms of do we or don't we know whether stuff will be available offline - MC's official line is that nothing extra is available offline, but if demand is sufficient, the mass transit add on may be marketed as an offline add on, but don't hold your breath.
(Edit - this is in response to the original posting which criticised the game for being an MMO, and is in no way a criticism of the comments of anybody other than the original poster)
